If you are going to set it in config.php (instead of index.php or admin.php), you have to set it to 2 instead of 1. $config['debug'] = 2;

This is not currently possible with Store - the way Omnipay is integrated with its abstracted settings methods it only looks in the database. A good feature request for Vector though! (Likewise for CartThrob.)
