Try using the attr_safe modifier on your tag (where the value is generated, not the layout tag) - https://docs.expressionengine.com/latest/templates/variable-modifiers.html#attr_safe - that will convert special characters to HTML entities which should work.

Try outputting a regular list with LYA and use JavaScript to generate the drop-down based on that list. That is behaviour that falls outside of the scope of LYA, to be honest. But with the output it can generate, and some creative JS, creating that behaviour shouldn't be too difficult.

This is actually a HTML/CSS issue. You're forgetting that just the first tab content should have the class active. The tabs have a conditional, {if count == '1'}class="active"{/if}, but the contents doesn't. You should use the var_prefix parameter on playa to avoid conflicts.
