Tested this template on EE 2.7.2, and it appears to work. You don't need to edit the file for that. You can just use monthsort="desc" on the tag. Check out docs to see what other parameters are available.

Try outputting a regular list with LYA and use JavaScript to generate the drop-down based on that list. That is behaviour that falls outside of the scope of LYA, to be honest. But with the output it can generate, and some creative JS, creating that behaviour shouldn't be too difficult.

Low Yearly Archives isn't specifically compatible with Transcribe. But if the languages can be differentiated by, for example, status, then you can use that parameter to filter the entries. Otherwise, some sort of hack would be required.
