You can try setting the $config['default_site_timezone'] manually as you mentioned in your question Ibe but you may need to use one of the CI formatted timezones. There's actually quite a lot more info here as it seems to be a common problem.
Jun 12, 2013 at 10:27 comment added foamcow Interestingly, I've just looked at another of my sites also running 2.5.5 and the dates are in a different format. The settings for that site are all US. The dates are in the mm/dd/yy format. On my site with the European settings the dates are shown as yyyy-mm-dd, which I guess is ISO format but still not the required dd/mm/yy

Jun 12, 2013 at 10:01 comment added foamcow Your suggestion to set the localisation settings should work but doesn't appear to make any difference in 2.5.5. Could somebody confirm as to whether this is the case? I've just tried it and I'm still getting the 'standard' US formatting.
